I am not sure what you mean by "track him". I guess the only thing to do is to publish his details online for others to see. The problem is that some of them know about this webpage and change their details accordingly. Publish a comment with the new name and address and all the email addresses he used including the fake paypal ones. They normally use 2-4 email addresses. One or two to contact you and one or two for the fake paypal email.
It has never happened to me before to send fake payment for an item using a credit card.
Also could you tell me why is it better to send parcels with fedex rather than UPS?
NEVER NEVER try to log in to paypal from emails. Sure there is no problem if the email is real, but if the email is fake, they may have built a fake paypal website and if you are not aware that such scams happen, you may fall for it and give them your real paypal details, username and password. ( I have seen such websites and its quite easy to get fooled by them, damn scammers)
By the way the real paypal email I receive, has no intl. in it and ends in co.uk. But it may be that they use a few addresses.

I had the same scam but the name and address were a bit different same email and paypal email scam, is there a way to track him?
